In the Matter of Amendment of the Commission's Rules Regarding Installment Payment Financing For Personal Communications Services (PCS) Licensees

This Second Report and Order reinstates installment payments for PCS C and F block licensees, effective March 31, 1998, and adopts a menu of 3 options regarding installment payment financing for C block licensees. The Further Notice of Proposed Rule Making seeks comment on proposed rules and procedures for the reauction of any licenses surrendered to the Commission pursuant to the menu of options adopted in the Second Report and Order.
