Application of Winstar Broadcasting Corp. for a Construction Permit for a New Television Station on Channel 21, Virginia Beach, Virginia
This Order denies a Petition for Reconsideration filed by Robert Copeland seeking reconsideration of the Commission's decision to offer Copeland, as the next highest bidder, a construction permit at his final bid, and denies Copeland's request for a waiver of Section 1.2109(c) of the Commission's rules.

Application of Ramona Lee Hayes-Bell for A New FM Construction Permit on Channel 236A at Pahrump, Nevada
This Memorandum Opinion and Order addresses a petition for reconsideration filed on November 22, 1999 by Pahrump Valley Broadcasters, Inc. Petitioner seeks reconsideration of a decision by the WTB granting Ramona Lee Hayes-Bell, an Auction No. 25 applicant, a waiver of the Commission's upfront payment deadline. In the Memorandum Opinion and Order, the Bureau denies the petition for reconsideration.

This MO&O addresses which implemented provisions of the Balanced Budget Act of 1997 expanding the Commission's competitive bidding authority, under Sections 309(j) and 309(l) of the Communications Act of 1934, 47 U.S.C. § 309(j), 309(l), to include the broadcast services.
