This Second Report and Order completes examination of Part 22 of the rules as part of a year 2000 Biennial Review of regulations, pursuant to section 11 of the Communications Act of 1934, as amended.

This Order amends Part 22 of its rules by modifying or eliminating various rules that have become outdated due to technological change, increased competition in the Commercial Mobile Radio Services (CMRS), or supervening rules.
