In this Notice of Proposed Rulemaking (Notice) we propose new service rules for commercial licensing in the 746-764 MHz and 776-794 MHz bands that have been reallocated from use solely for the Broadcasting service. These proposed service rules include provisions for application licensing, technical and operating rules, and competitive bidding.
