Third Annual Report and Analysis of Competitive Market Conditions With Respect to Commercial Mobile Services
Congress created the statutory classification of Commercial Mobile Radio Services ("CMRS") in 1993 to promote the consistent
regulation of mobile radio services that are similar in nature.1 At the same time, Congress established the promotion of competition
as a fundamental goal for CMRS policy formation and regulation. As a measure of progress toward this goal, Congress required
the FCC ("the Commission") to submit annual reports that analyze competitive conditions in the industry. This report is the
third of the Commission's annual reports on the state of CMRS competition.

Measurements of Electromagnetic Fields at Amateur Radio Stations
The FCC's Office of Engineering and Technology (OET) has released a technical report entitled, "Measurements of Environmental
Electromagnetic Fields at Amateur Radio Stations." The report describes a joint measurement study of environmental radiofrequency
(RF) fields in the vicinity of nine amateur radio stations that was conducted by the FCC and the U.S. Environmental Protection
Agency (EPA) in southern California. This information will be useful to the FCC in determining how to implement newly revised
guidelines for human exposure to RF energy. Amateur stations were chosen that represented a variety of antenna and equipment
types, many of which are commonly used by amateur radio operators.

Private Land Mobile Radio Services Report
CMRS, or "Commercial Mobile Radio Services," is a category of services that Congress created to encompass all mobile telecommunications
services that are provided for profit and make interconnected service available to the public (or to such classes of eligible
users as to be effectively available to a substantial portion of the public, as specified by Commission regulation). The creation
of CMRS was one of several Congressional actions that have the effect of promoting the consistent regulation of similar mobile
radio services. Congress also required the Commission to submit an annual report reviewing competitive market conditions with
respect to CMRS. This Report ("Report") is the first of the Commission's annual reports.
