Operations

Applying for Special Temporary Authority (STA)


We strongly encourage electronic filing via the Universal Licensing System (ULS).
Review rule section 90.159 concerning Temporary & Conditional Permits prior to submission.
1. Log onto License Manager using FRN & Password.
2. On the left hand side choose Apply for a New License.
3. Click the down arrow and select Radio Service code. Click Continue.
4. APPLICATION INFO: Complete the Application Information. Be sure to answer the 1st question as "S" to note that it is an STA. If it is due to an Emergency, answer question 2 as "Yes". If you answer as yes and a fee is due, you will receive a bill in the mail. You will not be able to pay online. Answer "Yes" to the Attachment question. Click Next Page at the bottom right of the page.
5. APPLICANT: Choose the Licensee Type at the top right hand side of the page. Then complete the rest of the Applicant Information and Contact Info, if applicable. Click Next page at Bottom right of page.
6. OWNERSHIP/QUALIFICATION: Complete the Ownership/Qualification questions. If any questions are answered as "Yes" then an attachment is required explaining why it is yes. Click Next Page at the bottom right of the page.
7. GENERAL CERTIFICATION STATEMENT: Type in the name of the party authorized to sign. Click Next Page at the bottom right of the page.
8. If the STA is being applied for due to a cancelled/expired license, please have a reference copy of your old license available to assist with the following information. You can obtain a reference copy of your license at http://wireless2.fcc.gov/UlsApp/UlsSearch/searchLicense.jsp.
9. CONTROL POINT: Click the "Add" button on the left hand side of page to enter Control Point information. Click Next Page at the bottom right of the page. Choose "Yes" on the pop-up screen to save your information.
10. ADMINISTRATIVE: Complete the white boxes on the Administrative page. Click Next Page at the bottom right of the page. Choose "Yes" on the pop-up screen to save your information.
11. LOCATION: Click the "Add" button on the right hand side of page to enter Location. Once you have chosen the location type, it will open other boxes that need to be completed. Once the required information is added, click the "save" button on the right hand side of the page. Continue choosing the "Add" button until all locations have been added. Click Next Page at the bottom right of the page. Choose "Yes" on the pop-up screen to save your information.
12. ANTENNA: Click on location 1 under "Select Location" to highlight it. Then click the "Add" button on the right hand side of page to enter the Antenna information. Complete the Antenna information at the bottom. Click the "Save" button on the top right hand side of the page. Repeat this process to add all antenna information for each location. Click Next Page at the bottom right of the page. Choose "Yes" on the pop-up screen to save your information.
13. FREQUENCY: Click on location 1 under "Select Location" to highlight it. Click on antenna 1 under "Select Antenna" to highlight it. Then click the "Add frequency" button on the right hand side of the page. Complete the frequency information. Click the "Save Frequency" button at the top right hand side of the page. Repeat this process to add all frequency information for each location and antenna.
14. EMISSION: Click on location 1 under "Select Location" to highlight it. Click on antenna 1 under "Select Antenna" to highlight it. Then click frequency 1 under "Select Frequency" to highlight it. Click the "Add Emission" button at the bottom right hand side of page. Enter emission information and click the "Save Emission" button. Repeat this process to add emission information for all frequencies.
15. ATTACHMENT: An attachment is required explaining in detail why you need to be issued a temporary license & how long you will need the temporary license. (See Rule Section 1.931). Click the "Attachment" button at the bottom left hand corner of the page. This will open a separate screen on your computer. Complete the attachment information and click "Add Attachment". You can then close this screen to get back to the application.
16. Click the "Check Errors" button at the bottom right of the page. Click the "Return Button" to correct any errors that it may show.
17. Click the Submit button at the bottom right hand side of the page. Print the confirmation page or write down the file number.
18. If a fee is required, click the "Continue to 159" button.
An STA is issued on a temporary basis and may need to be renewed prior to the expiration date. You may also need to apply for a permanent license. If you have questions, please contact the ULS Customer Support Hotline at 1-877-480-3201, select option 2 at the main menu.
