Introduction
Reference is made at several places in the Programmatic Agreement and the Question and Answers to federal agency rules. This section contains links to the Advisory Council for Historic Preservation, the National Park Service, Council on Environmental Quality and the FCC rules. This list of rules is not intended to be comprehensive.
Advisory Council on Historic Preservation
The Advisory Council for Historic Preservation is the agency charged under the National Historic Preservation Act with advising other federal agencies on compliance with the National Historic Preservation Act. ACHP's rules, found in 36 C.F.R. 800, may be accessed using the link below.
FCC National Environmental Policy Act (NEPA) Rules
The National Environmental Policy Act (NEPA) requires all Federal agencies to implement procedures to make environmental consideration a necessary part of an agency's decision-making process. As a licensing agency, the Commission complies with NEPA by requiring Commission licensees and applicants to review their proposed actions for environmental consequences. FCC rules implementing NEPA are found at Title 47 of the Code of Federal Regulations, Part 1, Subpart I, rule sections 1.1301 to 1.1319. The FCC does not maintain a database of its rules nor does it print or stock copies of its rules. That task is performed by the Government Printing Office and the link to their internet site is: http://www.gpo.gov/
Council for Environmental Quality (CEQ) Rules
The Council of Environmental Quality (CEQ) coordinates federal environmental efforts and works closely with agencies and other White House offices in the development of environmental policies and initiatives.
Secretary of the Interior Rules
The National Historic Preservation Act charges the Department of the Interior (DOI) with the responsibility of keeping the National Register of Historic Places and establishing rules that define the process for nominating sites to the Register. In addition the Secretary of the Interior is responsible for establishing criteria for professional certification of persons working for federal agencies in various preservation related specialties. DOI rules in these areas may be accessed using the following links.
National Conference of State Historic Preservation Officers
The Conference of State Historic Preservation Officers (NCSHPO) is an organization that represents the State Historic Preservation Offices, state level agencies authorized by the National Historic Preservation Act. The following link provides access to NCSHPO and to the web pages of individual State Historic Preservation Officers.
