Advanced Wireless Services (Licensing and Service Rules)
In September 2004, the Commission sought comment on the licensing, technical and operational rules governing the use of the 1915-1920 MHz, 1995-2000 MHz, 2020-2025 MHz and 2175-2180 MHz bands designated for Advanced Wireless Services. The Commission desires to provide licensees of this spectrum with flexibility to provide any fixed or mobile services consistent with the technical parameters of the allocation, and proposed to license the spectrum under Part 27 of the Commission's rules, which provides a flexible, market-oriented regulatory framework.

Service Rules for Advanced Wireless Services. This Order Resolves Five Petitions for Reconsideration of the Report and Order. This Order also Modifies the Band Plan and Makes Minor Revisions to the Service Rules to Provide Additional Opportunities for Smaller and Rural Wireless Carriers and to Enhance Flexibility for Potential Licensees.
