Attachments


Attachments may be uploaded with license applications in ULS when required or allowable by FCC rules. The ULS attachments utility provides everything you need to upload, manage, or delete attachments for your application.

Uploading Attachments

To upload attachments, choose the Attachment button that appears at the bottom of each appropriate page in ULS Online Filing. The ULS attachments utility interface will appear in a new browser window.

Select from the following criteria at the top of the attachments interface to identify the attachment you wish to upload:

Type
Select the appropriate file type for your attachment from the drop-down menu:

NOTE: Only attachment types for which you are eligible will appear in the drop down menu.

File
Enter the exact path name of your file, OR click the Browse button to easily locate the file you wish to upload.

NOTE: Attachment files are limited to a maximum size of 10 megabytes. This file-size limitation also applies to ULS customers submitting applications in Electronic Batch Filing (EBF). Documents larger than 10 megabytes must be split into smaller files and uploaded as two or more attachments. The vast majority of attachments received by ULS are much smaller than 10 megabytes.

Browse
The Browse button opens a typical Windows file system browse window, so you can locate the file you wish to upload where it resides on your computer. Follow these steps:

  1. Click the down arrow in the “Files of Type” field and select “All Files (*. *)” from the drop-down menu. Browse the contents of your file system to locate the attachment file.
  2. Highlight the name of the file you wish to upload, and click the Open or OK button. The full path and file name are inserted into the File Name field.

Description
Enter a description identifying the attachment into the Description field. If the application is for an auctioned service, identify the attachments according to the instructions provided in the Public Notice for the auction.

Submit
Click Submit to begin uploading the attachment you have identified. A text message will be displayed at the top of the attachments utility interface to indicate your attachment was submitted successfully. If the upload fails, try to upload the file again. If the upload continues to fail, contact FCC Support.

Reset
Use Reset to clear the options you have entered above and reenter your attachment information.

Viewing and Managing Current Attachments

Attachments that you have uploaded with your application are made available for you to view and manage. Information about each attachment is displayed, including the type of attachment, the date you uploaded the attachment, and the text of the description. Once the attachment utility is "refreshed," or another attachment is uploaded, the description text becomes a hyperlink. Click on the description text to view the attachment.

NOTE: All attachments uploaded in acceptable file formats except GIF files are converted to Adobe Portable Document Format (PDF). You must have Adobe Acrobat Reader installed with your web browser to view attachments. You can download a free copy of Acrobat Reader from Adobe.

Attachments uploaded in the GIF file format will not be converted to PDF, but will be saved as GIF files. The first time you attempt to view an attachment saved as a GIF, you may be prompted to choose a program on your computer to view the file. If you receive this prompt, browse your computer’s program files and choose an image application such as MS Photo Editor, QuickTime Picture Viewer, Adobe Photoshop, or your web browser to display your attachment correctly.

Deleting Attachments
To delete an attachment, click on the box to the left of the attachment to add a check mark and select it. You may select one or more attachments. Once you have selected the attachments you wish to delete, click the Delete Selected button.

To delete all of the attachments on the list, click the Delete All button.

NOTE: There is no "Undo" function when deleting attachments. If you inadvertently delete an attachment, you must upload the attachment file again.

To close the attachments utility interface, click the X in the top right corner of the window. Attachments which have been selected, but not yet deleted, will be deselected and no deletions will occur.

Refreshing
Recently uploaded attachment files experience a short processing delay prior to appearing in the attachments interface. If you do not see an attachment you have uploaded, wait a few minutes, and then click the Refresh button at the top of the list of attachments.

Acceptable File Formats

Most common computer file formats may be uploaded into ULS, including word processing documents, spreadsheets, text files, graphic files, and many other file types.

Some of the most common file types accepted are displayed below. You can view a complete list of all file types accepted at Active PDF.

NOTE: If the file format of your document is not listed, your attachment must be converted to PDF prior to uploading it. This type of conversion requires proprietary software from Adobe. If you upload an unsupported file format, you will not be able to view it in the attachments utility interface. The description will appear under "Viewing and Managing Current Attachments" but the text will NOT change into a hyperlink after "refresh."

Filing Attachments Manually

If you need to include an attachment with your application but cannot transmit that file(s) to the FCC electronically, mail your attachments to the following address:

Each exhibit should be clearly labeled with the applicant's name, the 10-digit file number assigned to the application at the time of submission, and the type of exhibit (e.g., waiver request).

The Cellular Radiotelephone Service requires certain full-size maps to be submitted as attachments. These maps must be sent manually, and they must arrive at the FCC within 10 days of the date the associated electronic application was filed through ULS. The files should be attached to a cover letter containing the name of the applicant, the ULS assigned file number, and the date the application was submitted via the ULS. The cover letter and map should be mailed to the following address:

Failure to timely file full-size maps as described here may result in processing delays.
