Earth Stations on Vessels In November 2003, the Commission, through a Notice of Proposed Rulemaking began a proceeding in which it sought comment on a regulatory framework for licensing the operation of Earth Stations onboard Vessels (ESVs) in Fixed-Satellite Services (FSS) networks in the C-Band and Ku-Band frequencies. ESV can be used to provide broadband services on passenger, government, cargo and large recreational vessels. The Commission's goal in this proceeding is to promote more efficient use of the spectrum while protecting and providing regulatory certainty to the existing primary allocations, including the FSS operators, the fixed service (FS) and protection to stations of the secondary government space research (SRS) and radio astronomy (RAS) operations in these frequency bands.
