Registering & Submitting Packs


Many applicants in Microwave Services apply for systems or subsystems of related microwave links that cannot or must not operate independently. In these circumstances applicants may want all licenses in the system to have the same grant date and construction deadline. In order to accommodate this requirement, the Pack feature has been created. Applications intended to be part of a Pack may be filed on the same day. Additionally, ULS allows for subsequent applications to be included with a previously filed Pack.

Note: Inactive pack registrations will be expired after 90 days, and all applications associated with the pack will be deleted. Pack registrations are considered inactive if the pack has not been submitted, and no new applications have been added to the pack.

Registering a Pack

  1. Log into the Universal Licensing System. Refer to Logging into Universal Licensing System for instructions.
  2. Click the Register/Submit Pack button.
  3. Put a checkmark beside the Register Pack option and click Continue.
  4. The next screen will display Pack Registration Date, Applicant Name, TIN (and SGIN if applicable), and FRN. The system date will be automatically recorded as the Pack Registration Date. Enter a name for the new pack in the Pack Name box and click Continue.
  5. Your new Pack Registration Number will be displayed on the next screen.

    The system will automatically assign this number to your new pack. If you have more than one pack already registered, the pack registration numbers will be assigned sequentially. For example, Pack Registration Number 101 will be followed by Pack Registration Number 102, and so forth. Make sure to record the pack registration number and reference it on all applications you file as part of a single pack.

    Click Online Filing Options to return to the main online filing screen. Click Register/Submit Pack if you wish to register or submit additional packs.

Submitting a Pack

  1. Log into the Universal Licensing System. Refer to Logging into Universal Licensing System for instructions.
  2. Click the Register/Submit Pack button.
  3. Put a checkmark beside the Submit Pack option and click Continue.
  4. Select the pack you wish to submit from the Pack Registration Number drop-down box. The box will only show packs which have applications associated with them. Click Continue.
  5. The system will display a reminder to print the 159 form to send with your payment to the FCC if you have fees due for this filing. Click the gray button to continue after reading the message.
  6. The confirmation screen will list the file number, call sign, payment type code, and quantity of all applications associated with the pack, along with the total fee amount. Choose the Pay Online By Credit Card button or the Print Form 159 button to print out a completed Form 159. Send the printed and completed form to the FCC along with your fee payment.   7. Click Online Filing Options to return to the main online filing screen. Click Register/Submit Pack if you wish to register or submit additional packs.
